estimates are little more than a rough guess at present but I do not foresee any difficulty in raising at least the additional amounts put down under these heads. Even with these additions to revenue there is an estimated deficit in the year 1921 of a trifle over two million dollars but this is due to the heavy programme of public works. Many of those works would have been undertaken in previous years but for the war and they are therefore a fair charge on the balances of the past, which it is now anticipated will be increased by about $400,000 on the working of the current year. are of a nature which in normal times I should have proposed to meet by means of a loan.
